Issue: WCSWREL-353 Remove 1 second scan result check

[Issue]
Driver gives previous scan results if scan command is entered in less
than 1 sec.

[Fix]
Fix: Remove 1 second scan result check in driver. We will allow back
to back scan request from user.

[Test]
Overnight stress back to back scan test passed
